[1][2]According to the latest weekly brief of the World Uyghur Congress (WUC), published November 1, 2026 and carried by ANI, the brief highlights four developments, two of which are new to this site: first, former WUC vice president Zumretay Arkin has entered Canadian electoral politics — on October 25, Bloc Québécois leader Yves-François Blanchet announced her nomination as the party's candidate in the federal by-election in Montreal's Laurier–Sainte-Marie riding; second, Anti-Slavery International and the Uyghur Rights Advocacy Project (URAP) published a policy brief on October 29, 'Strengthening Canada's Response to Forced Labour: Comparative Insights and Uyghur Forced Labour in the Electric Vehicle Supply Chain', with recommendations for strengthening Canada's proposed Bill C-35. The brief's other two items — the call for German President Steinmeier to raise Uyghur rights during his China visit, and the United States' addition of three Chinese companies to the UFLPA Entity List — were already recorded by this site on October 29 and are not repeated here, with the deduplication explained in the verification note.

[1][2][3][4]This weekly brief is worth recording for three reasons. First, Arkin's candidacy is a landmark step for Uyghur representation inside democratic institutions: the WUC says she would be the first Uyghur woman to seek federal office in Canada; born in Ürümqi, she moved to Canada at ten and grew up in Montreal, joined the WUC's Munich office in 2019, led its women's committee from 2021, served as vice president from October 2024 to October 2026 in charge of international affairs, and received the Four Freedoms Award in the Netherlands in April 2024 — her candidacy speech stressed protecting Quebec's cultural and linguistic identity, and WUC president Turgunjan Alawdun described her candidacy as sending the message that 'Uyghurs will not be silenced'. Second, the Canada policy brief moves the Uyghur forced-labour issue from case advocacy into legislative design: drawing on international best practice, it recommends strengthening the proposed Bill C-35 (which would prohibit imports of forced-labour goods), singles out the risk of state-imposed Uyghur forced labour in global supply chains including the electric-vehicle industry, and calls for stronger import restrictions, mandatory human rights due diligence legislation, effective enforcement mechanisms, transparent procedures and greater corporate accountability, together with confidential reporting channels, meaningful stakeholder engagement and remedies for affected workers. Third, the brief's own structure is a reminder of 'agenda continuity': the same issue places democratic representation, legislative action, diplomatic appeals and trade restrictions side by side, showing that international work on Uyghur issues no longer depends on a single channel. The conservative boundary is equally clear: both the candidacy and the policy brief are public advocacy acts and legislative proposals; what this record verifies is that the WUC brief carried them and that the institutions published the brief, while the brief's factual claims about forced labour remain the publishers' assertions, hence 'under ongoing verification'. Full report

According to the ANI-carried WUC weekly brief of November 1, Arkin's candidacy is the brief's leading item. On October 25, Bloc Québécois leader Blanchet announced in Montreal that Arkin would be the party's candidate in the federal by-election in the Laurier–Sainte-Marie riding. Born in Ürümqi, Arkin moved to Canada at the age of ten and grew up in Montreal before becoming active in the World Uyghur Congress. The WUC says she is set to become the first Uyghur woman to seek federal office in Canada; in her candidacy speech she emphasised the importance of protecting Quebec's cultural and linguistic identity. The WUC described her candidacy as an important milestone for Uyghur representation and a reflection of the growing participation of Uyghurs in democratic institutions worldwide. According to the WUC press release of October 26 (carried by ANI on October 29), Arkin joined the WUC's Munich office in 2019, led its women's committee from 2021, served as vice president from October 2024 to October 2026 overseeing international affairs, and received the Four Freedoms Award in the Netherlands in April 2024. The Uyghur Rights Advocacy Project likewise issued a statement on October 26 congratulating her on the nomination and saying her candidacy carries profound significance for the Uyghur community in Canada. [1][2][4]

On the by-election itself, Közet's daily roundup of October 27 (citing La Presse Canadienne via Les Affaires) reports that the Laurier–Sainte-Marie seat was vacated by former Liberal minister Steven Guilbeault, whose resignation reached the chief electoral officer on August 31, and that no by-election date had been set at the time of the nomination announcement. Arkin, who has argued for Uyghur self-determination at the United Nations, said the fight taught her 'how precious it is that a people can decide its own future'. This record does not predict the by-election outcome; it records the nomination as a public fact together with the parties' statements. [3]

The second new item in the brief is the Canada forced-labour policy brief. On October 29, Anti-Slavery International and the Uyghur Rights Advocacy Project jointly published 'Strengthening Canada's Response to Forced Labour: Comparative Insights and Uyghur Forced Labour in the Electric Vehicle Supply Chain'. As carried in the WUC brief via ANI, the brief draws on international best practice and offers recommendations for strengthening Canada's proposed Bill C-35, which seeks to prohibit the importation of goods produced through forced labour; it particularly highlights the risks of state-imposed Uyghur forced labour within global supply chains, including the electric-vehicle industry. The two organisations called for stronger import restrictions, mandatory human rights due diligence legislation, effective enforcement mechanisms, transparent procedures and greater corporate accountability, and stressed the need for confidential reporting channels, meaningful stakeholder engagement and remedies for affected workers. What this record verifies is the publication of the brief and the brief's presentation in the WUC weekly brief; the brief's assessment of supply-chain risk remains the publishers' position, and Bill C-35 itself remains at the proposal stage. [1]

Verification note and deduplication: the core facts of this record — the existence and four items of the WUC weekly brief of November 1; Arkin's October 25 nomination for the Laurier–Sainte-Marie by-election, her biography and the 'first Uyghur woman to seek federal office in Canada' description; and the October 29 Anti-Slavery International/URAP policy brief's title and recommendations — come from ANI dispatches (carried by the Indian Economic Observer and others), the WUC press release of October 26, the URAP statement of October 26 and Közet's October 27 roundup, with all parties' statements attributed. Deduplication: the brief's other two items were already recorded by this site — the call for Steinmeier to raise Uyghur rights during his China visit (this site's October 29 record wuc-urges-steinmeier-china-visit-uyghur-rights-2026) and the United States' October 28 addition of BGI Genomics, MGI Tech and Shenzhen BGI Technology to the UFLPA Entity List (this site's October 29 record us-uflpa-bgi-mgi-genomics-entity-list-2026) — and their content is not repeated here. A further note: as of this round, no public reporting has been seen stating whether Steinmeier raised Uyghur issues with Chinese leaders during his October 27–31 visit, so the visit's outcome remains to be followed; likewise, public reporting on Swiss President Parmelin's October 30 visit to China and the upgraded free-trade agreement signed there contains no statement of a human rights outcome. This record is graded 'under ongoing verification' and will follow the setting of a by-election date and the progress of Bill C-35. [1][2][3][4]
