ISHR 发布联大第81届三委会议人权议题倡导指引(10月1日–11月20日)ISHR publishes advocacy guide on human rights issues at UNGA81 Third Committee (1 Oct – 20 Nov)
The International Service for Human Rights (ISHR) has published an advocacy guide for the 81st UN General Assembly Third Committee session, meeting in New York from October 1 to November 20. It lists this session's priority issues: the human rights defenders resolution, reprisals — with the October 15 interactive dialogue with the Assistant Secretary-General for Human Rights flagged as a key window for raising individual cases — transnational repression, defending gender-equality language, treaty body reform, and more, while urging states to cast informed votes in the October 13 Human Rights Council elections.
WHY IT MATTERS
The Third Committee is the General Assembly's principal body for human rights issues; this session is expected to consider some 47 resolutions and hold dialogues with 88 human rights experts. The guide marks the most China-relevant windows in the coming six weeks (the October 13 Council elections, the October 15 reprisals dialogue) and can serve as a roadmap for continued monitoring. Note that this is an advocacy organisation's action guide, not a news event in itself.
Full report
ISHR's guide notes that the 81st UNGA Third Committee opened in New York on October 1 and closes on November 20, and is expected to consider around 47 thematic and country-specific resolutions and to dialogue with 88 human rights experts and UN officials. ISHR says the session takes place at a moment of mounting pressure on the international human rights system. [1]
Among thematic priorities, ISHR singles out 'reprisals': each year at the Third Committee, Ireland and Uruguay deliver a joint statement condemning intimidation and reprisals against those who cooperate with the UN, and the October 15 interactive dialogue with the Assistant Secretary-General for Human Rights is a critical opportunity for states to raise individual reprisal cases and press for resolution and follow-up. ISHR has also launched an #EndReprisals campaign, this year focused on defenders facing transnational repression. [1]
The guide further notes that on October 13 the General Assembly will elect Human Rights Council members for 2027–2029; ISHR has published 'scorecards' on candidates and urges states to vote only for candidates meeting the highest human rights standards. Norway will lead the triennial resolution on human rights defenders, and states should defend established language on gender equality and sexual orientation in resolutions against deletion or weakening. [1]
ISHR also warns that the UN's financial and liquidity crisis is tangibly affecting the Committee's work: Special Procedures reporting to the General Assembly has been cut and treaty body chairs can only participate remotely, with temporary austerity at risk of becoming permanent reductions in human rights resourcing.
