Sixteen years after Liu Xiaobo's Nobel Peace Prize: CHRD says no one held accountable; two commemorators sentenced in February 2026

The Network of Chinese Human Rights Defenders (CHRD) said on October 8, 2026 that on the 16th anniversary of the announcement of Liu Xiaobo's Nobel Peace Prize, no Chinese government official has been investigated or prosecuted over his wrongful detention or his death in custody, and no one has been held accountable for the collective punishment inflicted on his partner Liu Xia. The statement also records that in February 2026, a Hangzhou court sentenced Zou Wei to three and a half years and Zan Aizong to three years on 'picking quarrels and provoking trouble' charges merely for gathering to commemorate Liu Xiaobo.

WHY IT MATTERS

This is the only systematic organisational statement on the Liu Xiaobo case published for the 16th anniversary of the Nobel: it notes the total absence of accountability for the arbitrary detention, denial of medical care and collective punishment in his case, while recording a new instance of people being imprisoned this year simply for commemorative gatherings. The historical account and the details of the Zou Wei and Zan Aizong sentences come from the organisation's own public statement, which this site has not independently verified in full; the record is therefore marked 'under ongoing verification' pending further multi-source corroboration.

Full report

On Thursday, October 8, 2026, the Network of Chinese Human Rights Defenders (CHRD) published a statement saying that sixteen years after the announcement on October 8, 2010 that Chinese literary critic Liu Xiaobo had won the Nobel Peace Prize, no Chinese government official has been investigated or prosecuted for Liu's wrongful detention or for his death in detention stemming from denial of access to adequate medical care. Nor has any official been held accountable for the collective punishment inflicted on Liu Xia, his partner, following Liu Xiaobo's detention and death; the authorities continue to silence human rights defenders for their public remembrances of Liu Xiaobo and his work. [1]

The statement recalls: Liu Xiaobo was a Beijing-based writer and public intellectual and one of the lead authors of 'Charter 08'; police took him into custody the day before the document's publication on December 9, 2008, on suspicion of 'inciting subversion of state power'; on December 25, 2009 the Beijing No. 1 Intermediate Court sentenced him to 11 years in prison with two years' deprivation of political rights. On October 8, 2010 the Norwegian Nobel Committee announced him as that year's Peace laureate 'for his long and non-violent struggle for fundamental human rights in China'; at the December 10 ceremony in Oslo, his prize was placed on an empty chair. In June 2017 Liaoning prison authorities suddenly announced medical parole, saying he was suffering from late-stage liver cancer, and transferred him to a hospital in Shenyang; his request to seek treatment abroad was denied; he died in state custody on July 13, 2017. Liu Xia was forced to endure another year of house arrest before being allowed to leave for Germany in July 2018. [1]

Since then, the statement says, Chinese authorities have repressed efforts to commemorate Liu's life and work. Most recently, in February 2026, a court in Hangzhou sentenced human rights defenders Zou Wei and Zan Aizong to three and a half years and three years respectively on allegations of 'picking quarrels and provoking trouble' — a vague charge that United Nations human rights officials have called on Beijing to repeal — for merely gathering to remember Liu Xiaobo. This account is separately corroborated by a public post from human rights researcher William Nee, who says the two were sentenced in February 2026. [1][2]

The statement also cites the organisation's September 2026 finding that denial of adequate medical care in detention is the most common form of torture used against prisoners of conscience in China. CHRD urges concerned governments and United Nations offices to press Chinese Communist Party General Secretary Xi Jinping and other senior Chinese government officials at every opportunity for credible investigations of all officials responsible for violations of the human rights of Liu and his family and supporters. [1]

Verification note: this record documents the verifiable public act — CHRD's publication of its anniversary statement (full text on its website). The historical account of the Liu case, the sentencing details in the Zou Wei and Zan Aizong case, and the 'denial of medical care is the most common form of torture' finding are that organisation's own statements, which this site has not independently verified; the Zou/Zan case currently has only two aligned sources (the statement and the researcher's post), and judicial documents or independent reporting are still needed. This site will continue to follow up. [1][2]
